Massive Administrative Reshuffle in J&K: 58 JKAS Officers Transferred and Posted

J&K: In one of the biggest reshuffles of the year, the Jammu and Kashmir Government has ordered the transfer and posting of 58 JKAS officers across various departments and key positions in the Union Territory. The order, issued by the General Administration Department (GAD) under Government Order No. 1503-JK(GAD) of 2025 dated 20 November 2025, takes effect immediately.

Officials said the large scale reshuffle is aimed at improving governance delivery, reducing additional charges, and placing officers in roles where their experience can be better utilised. The move covers senior, selection and junior scale officers of the Jammu and Kashmir Administrative Service.

The order has placed Rajinder Singh Tara, who was serving as Controller Legal Metrology, as Secretary in the Department of Forest, Ecology and Environment, a major policy related posting. In his place, Shiv Kumar Gupta, earlier Director Command Area Development, Jammu, has been posted as the new Controller, Legal Metrology J&K.

Another important change involves Tariq Hussain Ganai, who was earlier holding multiple responsibilities. He has now been designated as Managing Director, J&K Medical Supplies Corporation, on a full time basis. Officials said this is intended to strengthen the health supply chain and bring focused leadership to the corporation.

The government has also shifted Sajad Hussain Ganai, who was Director General, Development Expenditure Division I in the Finance Department. He has now been posted as Mission Director, ICDS J&K, against an available vacancy, placing him at the helm of key child and nutrition related schemes in the Union Territory.

In the estates sector, Ashwani Khajuria, who was awaiting adjustment, has been posted as Director Estates, Jammu, and will also hold the additional charge of Director Estates, Kashmir. This effectively makes him the central authority for government accommodation management in both regions.

At the level of special secretaries, Rajinder Kumar Sharma, who was serving in the Jal Shakti Department, has been shifted as Special Secretary to the Government in the Skill Development Department. His former charge in Jal Shakti has now been given to Ghan Shyam Singh, another JKAS officer who was awaiting a posting. In another movement, Ashish Kumar Gupta, Special Secretary in the Skill Development Department, has been transferred as Special Secretary to the Government in the Power Development Department, a key sector dealing with electricity supply and reforms.

There have also been important changes in registration and tribunal related posts. Khalid Hussain, who was Programme Officer ICDS Project Poonch, has been posted as Registrar, District Jammu, replacing Natasha Kalsotra. She has now been shifted as Registrar, J&K Special Tribunal. This reshaping of registrar positions is seen as part of a broader attempt to strengthen quasi judicial and registration work.

In another significant move, Reyaz Ahmad Wani, who was serving as Additional Inspector General of Registration, Kashmir, has been transferred and posted as Special Secretary to the Government, Science and Technology Department. His position in the registration wing will now be taken over by Abid Hussain, Additional Commissioner Kashmir, who has been posted as the new Additional Inspector General of Registration, Kashmir.

The Social Welfare Department has also seen a key adjustment. Bashir Ahmad Khan, Secretary in the department, has been assigned the additional charge of Executive Director, J&K Rehabilitation Council. This brings the council, which deals with rehabilitation of victims of violence and other special categories, under closer administrative supervision.

In the tourism sector, Riyaz Ahmad Beigh, who is Chief Executive Officer, Tourism Development Authority Doodpathri, has been given the additional charge of CEO, Tourism Development Authority Yusmarg. Both destinations are emerging tourism hubs in central Kashmir and the move signals a desire to coordinate development across adjoining circuits.

The reshuffle also touches the secretariat and support level of key offices. Suresh Chander, Additional Secretary in the Power Development Department, has been posted as Officer on Special Duty with the Deputy Chief Minister, placing him directly in the political executive’s office. Similarly, Manoj Kumar, Deputy Secretary in the J&K Board of Professional Entrance Examinations, has been shifted to the Finance Department as Deputy Secretary. In his place, Sunil Dutt, earlier Deputy Director Tribal Affairs Jammu, will now serve in BOPEE.

At the junior scale level, several officers have had their services placed at the disposal of different departments. Preeti Sharma and Saniya Malik have been sent to the Social Welfare Department for further posting, while Kanchan Bala has been placed under the Relief and Rehabilitation Commissioner (Migrants) J&K.

Another junior scale officer, Sonali Arora, who was serving as Block Development Officer Miran Sahib, has now been posted as Under Secretary to the Government in the Planning, Development and Monitoring Department.
